About ALGAPL

Background

The Association of Local Government Authorities of Puntland State Somalia (ALGAPL) was founded in 2014, in Garowe, by Mayors of the key Municipalities/District Councils in Puntland State. The Association was meant to provide a platform for members to exchange experiences and replicate best practices. Since inception, ALGAPL has gone through a range of challenges, some of which were internal to the organization and the others external. The environment in which the association has had to operate is one in which the State Government of Puntland embarked on the implementation of the newly adopted constitution, subsequent legislation of local government law number 7/(2003), implementation of the decentralistaion policy. The socio-economic environment in the State presented unique challenges to a voluntary organization that is dependent on the goodwill of the members and funding support for its financial sustainability. This is to be seen in the context of a state emerging from internal strife, with limited resources that are locally generated and focused on conflict resolution and peace building in different parts of the State. The implementation of the reform agenda requires that ALGAPL makes its contribution towards improved democratic governance at the local level.

Vision, Mission and Values

Conscious of the present and future challenges, ALGAPL is guided by the following vision, mission and values.

Vision

ALGAPL’s vision is to unite local governments in Puntland State and provide them with a platform to exchange experiences and best practices that can be replicated throughout the country as it works with the civil society to promote the social and economic well being of all citizens through just and democratic local governments.

Mission

The association aims to build successful local governments in Puntland State through advocacy, lobbying, sharing knowledge, strengthening capacity, forging partnerships, and effective integration, and to become a vibrant organization that represents its members effectively and improves services.

Values

ALGAPL members share core democratic values and standards and:

  • Believe that effective elected local government is an important foundation of democracy,
  • Recognize the importance of local democracy and good governance, community empowerment and effective decentralization as a means to reduce poverty and realize sustainable development, and
  • Committed to the integration of key values of democracy and gender sensitivity in people centered development processes, and the respect of human rights, peace and justice are central to our mission.

ALGAPL’s shared values, structures and experiences within Puntland State the country will provide a framework for:-

  • Working together in partnership and undertaking joint activities under the auspices of the Association,
  • For the realization of a holistic and equitable development of urban and rural areas and
  • Strengthen the capacity of local authorities as development catalysts

ALGAPL upholds and promotes peoples inherent dignity, worth and respectability as human beings and:-

  • Building on the heritage of people centered development it believes in mutual knowledge, trust, respect and help, and
  • As an association of the people of Puntland State to come together out of need, choice and understanding unity and solidarity.

In advocating and lobbying for sustainable livelihood, it adheres to:-

  • Democracy, the rule of law, good governance, gender equity and,
  • Freedom of expression and the protection of human rights.

ALGAPL is a legal not-for-profit organization registered in 2014 and established as the Association of Local Government Authorities of Puntland.
