Hon. Abdulkadir Mohamed Geedi
Chairman of ALGAPL | Mayor of Garowe District
Hon. Abdulkadir Mohamed Geedi is the Chairman of the Association of Local Government Authorities of Puntland (ALGAPL) and has served as Mayor of Garowe City, the capital of Puntland State, since 2022. He holds a Master’s Degree in Public Administration from Lincoln University and has extensive experience in public administration, local governance, and private-sector business management. His professional background has strengthened his capabilities in strategic planning, organizational management, and public leadership. As Mayor of Garowe, he has led initiatives focused on infrastructure and municipal service development, including the construction and rehabilitation of roads and bridges, improvements to urban drainage and sewage systems, and environmental sustainability initiatives such as tree planting and road greening. His leadership has also contributed to strengthening municipal services, local governance, and community engagement.
Hon. Ahmed Abshir Said
Deputy Chairman of ALGAPL | Mayor of Ufeyn District
Hon. Ahmed Abshir Said-Dhegabir serves as the Deputy Chairman of ALGAPL and has been the Mayor of Ufeyn District since 2021. He holds a Bachelor’s Degree in Public Administration from East Africa University–Somalia. His professional experience includes seven years as a teacher and three years in business, providing him with a diverse background in leadership, administration, and organizational management. One of his notable achievements has been his leadership in establishing a local water supply company in Ufeyn District. The initiative transformed access to clean water by introducing a piped water system with direct household connections, replacing the community's previous reliance on shallow wells and water transported by tanker trucks. Through his leadership, he continues to contribute to improved public services, sanitation, and local development in Ufeyn District.
Hon. Ahmed Hassan Barre
Board Member | Mayor of Waciye District
Hon. Ahmed Hassan Barre-Ceeriin is a member of the ALGAPL Board of Directors and has served as Chairman of Waciye District since 2023. He holds a Bachelor’s Degree in Community Development from Bosaso University and has approximately 15 years of experience in the education sector, where he has served as both a teacher and school principal. A significant achievement during his leadership in Waciye has been the strengthening and re-establishment of the district's land management system. Following the collapse of the central government, land administration had become largely unmanaged and informally controlled by individuals. Under his leadership, the district administration re-established an organized land management system, enabling the local government to regain effective oversight of public land affairs. His experience in education, community development, and local administration contributes to his role in ALGAPL's governance and institutional leadership.
Hon. Faysal Khalif Wacays
Board Member | Mayor of Eyl District
Hon. Faysal Khalif Wacays is a member of the ALGAPL Board of Directors and has served as Mayor of Eyl District since 2021. He completed his secondary school education and has extensive experience in both the private and public sectors. He has eight years of experience in business, including managing his own enterprise and holding managerial positions at Nugal Electronic Company (NECSOM) and Salaama Fishing Company. In public service, he served for 12 years as Deputy Mayor of Eyl District, gaining substantial experience in local governance, leadership, and community administration. His leadership has contributed to peace, stability, and social cohesion in Eyl District. He has supported community dialogue, conflict prevention, and cooperation among local stakeholders, helping create an environment conducive to governance and development.
Hon. Abdi Said Abdirahman
Board Member | Mayor of Qardho District
Hon. Abdi Said Abdirahman (Qaal) is a member of the ALGAPL Board of Directors and has served as Mayor of Qardho District since 2021. He holds a Bachelor’s Degree in Economics and has more than 14 years of professional experience in education, political leadership, and public administration. From 2013 to 2020, he worked as a teacher and later served as Principal of Imaamu Shaafici School. Between 2020 and 2022, he served as Chairman of the Mideeye Political Party in the Karkaar Region. As Mayor of Qardho, he has successfully led flood management and urban improvement initiatives. His efforts have helped reduce flood-related risks and improve the flow of seasonal water through the town. His combined experience in education, leadership, and public administration supports his contribution to local government development and ALGAPL's institutional objectives.
Hon. Abdirahman Abdullahi Ali
Board Member | Mayor of Bosaso District
Hon. Abdirahman Abdullahi Ali-Jinac is a member of the ALGAPL Board of Directors and has served as Mayor of Bosaso District since 2025. He holds a Master’s Degree in Medicine and has professional training in healthcare and public administration. His professional career includes experience as a medical doctor in public hospitals, where he provided healthcare services and contributed to community well-being. He also has significant experience in business and entrepreneurship. His multidisciplinary background in healthcare, business, and public administration has strengthened his leadership and management capabilities. As Mayor of Bosaso, he has led urban improvement initiatives, including the removal of structures obstructing public roads and the development of new road networks to improve accessibility and urban planning. He has also spearheaded city-wide sanitation and environmental campaigns covering public areas, waste disposal sites, and coastal zones.
Hon. Awil Ali Jama
Board Member | Mayor of Badhan District
Hon. Awil Ali Jama is a member of the ALGAPL Board of Directors and has served as Mayor of Badhan District since 2023. He completed his secondary education in 1986 and has more than eight years of experience in the education sector, where he served as a teacher and school principal. He also worked as an officer at the Puntland Ministry of Agriculture and Environment from 2005 to 2022, gaining significant experience in public administration. During his leadership, he has strengthened district administration by improving the functionality of departments, neighbourhoods, and local branches. He also facilitated the allocation and sale of land for the construction of a public market by Islamic Relief, benefiting more than 300 community members and generating approximately US$48,000 in development support. He has additionally contributed to road development, district planning, urban cleanliness, and city beautification initiatives.
Hon. Mohamed Gelle Said
Board Member | Mayor of Carmo District
Hon. Mohamed Gelleh Said Ibrahim is a member of the ALGAPL Board of Directors and has served as Chairman of Carmo District since 2025. He holds a Degree in Community Development and has more than 15 years of professional experience in public administration, education, community development, and financial management. He has served as Chairman of the Kaah Association in Carmo for four years. His professional experience also includes seven years as Principal of Haji Salad School in Carmo and four years as Manager of an Amal Bank branch in Carmo District. One of his notable achievements has been leading the modernization of the central section of the Galkacyo–Bosaso highway passing through Carmo. The project transformed the road into a modern two-lane roadway, improving transportation, traffic flow, and the appearance of the town. His multidisciplinary experience in administration, education, finance, and community development strengthens his contribution to ALGAPL's Board.
Hon. Bashir Mohamed Isse
Board Member | Mayor of Dhahar District
Hon. Bashir Mohamed Isse is a member of the ALGAPL Board of Directors and has served as Mayor of Dhahar District since 2023. He holds a Bachelor’s Degree in Education, specializing in Biology and Chemistry, from Mogadishu University. He has more than five years of professional experience in the education and health sectors. As Mayor, he has focused on strengthening district administration and improving the functionality of municipal departments and public service delivery. He has also led initiatives aimed at urban beautification, public safety, and community security. Among his key contributions has been facilitating the opening of previously blocked roads, improving transportation, accessibility, and mobility for residents of Dhahar District. His professional and leadership experience contributes to effective local governance and community development.
Hon. Ahmed Abdirisaq Ali
Board Member | Mayor of Burtinle District
Hon. Ahmed Abdirisaq Ali is a member of the ALGAPL Board of Directors and has served as Chairman of Burtinle District since 2023. He holds a Master’s Degree in Education Management from the Islamic University in Uganda (IUIU). He has extensive experience in the education sector, spanning from 2009 to 2026, and has worked in various capacities including administrator, teacher, school principal, and education supervisor. His leadership in Burtinle has focused on improving urban cleanliness and environmental management. He has also facilitated the opening of roads to enhance accessibility and mobility for residents. In addition, he has contributed to strengthening public security, social cohesion, and community stability, supporting a more effective and inclusive local administration. His extensive educational and administrative experience provides valuable expertise to ALGAPL's Board of Directors.
Hon. Hussein Abdi Mohamed
Board Member | Mayor of Galkacyo District
Hon. Hussein Abdi Mohamed is a member of the ALGAPL Board of Directors and has served as Chairman of Galkacyo District since 2025. He completed his secondary school education and has extensive experience in private business, entrepreneurship, and business management. His professional background in the private sector has provided him with practical experience in management and community-oriented economic activities. As Chairman of Galkacyo District, he has supported urban development initiatives, including the interlocking and improvement of market areas and public spaces. These efforts have contributed to improved accessibility, urban development, and a better environment for local communities and businesses. His private-sector experience and leadership in local government contribute to the diverse expertise represented on the ALGAPL Board.
Hon. Ayahle Farah Mohamed
Board Member | Mayor of Galdogob District
Hon. Ayahle Farah Mohamed is a member of the ALGAPL Board of Directors and has served as Mayor of Galdogob District since 2014. He completed his secondary school education and has extensive experience in both the private and public sectors. From 1984 to 2013, he worked in business, gaining substantial experience in entrepreneurship, management, and community engagement. Since 2014, he has provided leadership in Galdogob District, overseeing local governance, public service delivery, and community development initiatives. During his tenure, he has facilitated the opening and rehabilitation of roads, strengthened district administration through the establishment and equipping of administrative offices, and overseen the procurement of four municipal vehicles. He has also supported the construction of facilities serving women, youth, and livestock sectors. His long-standing experience in local governance and community development contributes significantly to ALGAPL's Board leadership.
Hon. Mohamed Abdullahi Khalif
Board Member | Mayor of Bursalah District
Hon. Mohamed Abdullahi Khalif is a member of the ALGAPL Board of Directors and has served as Mayor of Bursalax District since 2023. He holds a Bachelor’s Degree in Education, specializing in Physics and Mathematics, from PSU University. He has more than 35 years of professional experience as a teacher, school principal, and mentor, contributing extensively to education, leadership development, and community guidance. Since entering public administration, he has applied his extensive leadership and management experience to local governance in Bursalax. During his tenure as Mayor, he has contributed to peacebuilding and reconciliation efforts, strengthened urban cleanliness and environmental management, and facilitated the opening of previously blocked roads to improve access and mobility. He has also supported the organization of villages and settlements by strengthening local administrative structures and overseen the construction and rehabilitation of district offices to improve municipal service delivery.
