ALGAPL is a legal non-for-profit organization registered in 2014, and established as Association of Local Government Authorities of Puntland. It is a prime key actor spearheading the implementation of the decentralization policy in Puntland and the creation of new local governments which are expected to be: responding to the wishes of the people concerned; bringing appropriate services nearer to the people; increase effectiveness in administration; implementing and adhering to the Charter on Accountability and Ethical Code of Conduct for Local Governments; and addressing marginalization of the hard to reach areas demanding basic service delivery.
